Potential problem: having to divide the grid into rectangles.

This is a "no" for me. I expect to be asked to fill in a sudoku grid (including whatever extra shaded/region/other rules are relevantd). I do not expect to be asked to have to construct part of the puzzle itself. For me, this example goes too far beyond just applying rules and becomes actual realtime construction.

It's worth considering the two different elements of the constraint here. I think if numbers placed were allowed to repeat within the rectangles of the resulting divided grid, we have the more straightforward issue of is dividing a grid really something that should be happening in a Sudoku puzzle.

Does treating the rectangles effectively as extra regions (i.e. with no repeated numbers) help make the constraint more in keeping with Sudoku? Maybe it makes it less in keeping with Sudoku? Would be interested to hear some more thoughts here, as it feels like the constructor here has at least tried something beyond a simple hybrid of the rules.
