First draft rules text is adapted from that at nikoli.com
Place light bulbs (circles) according to the following rules:
1. A number in a black square indicates how many light bulbs are in the vertically and horizontally adjacent squares.
2. Light bulbs can be placed in any white square - it does not need to be adjacent to a black square.
3. Each light bulb illuminates every square in its row and column until it hits a black square or the edge of the grid.
4. All white squares must be illuminated, and light bulbs must never illuminate each other.

Suggestion:
1. Light bulbs can be placed in any white square, but a number indicates how many light bulbs are in the vertically and horizontally adjacent squares. -> 1. Light bulbs can be placed in any white square (not only adjacent to black squares). A number in a black square indicates how many light bulbs are in the vertically and horizontally adjacent squares.
3. All white squares must be illuminated, and light bulbs should never illuminate each other. -> must, not should.

Thanks Mephisto,
I've slightly adapted your suggestion to split rule 1 into two rules. Does that seem OK?
