I did like having same instructions for A and B, but just putting the hardest puzzles into A does not make a good contest.
Even one extra random 'easy' puzzle would mitigate some of the concerns.

I found this year's contest to be harder, or at least to contain more puzzles in the same time-frame, which I guess matches your first chart.
